That would be my diagnosis is the spring. Some guns are different from others, oddly enough, and need some more than others. Definately try another spring and if you aren't planning on having a stock, I would try out a RVA (Rear Velocity Adjuster) to fine tune the spring. By having a heavier spring it keeps the valve open longer to give your 98 some more boost in velocity that it needs.
