It is true that most fields don't. Sporting good stores that can fill CO2 usually do though. At least, that's the case in Utah. Expired tanks aren't worth much out here.
You can find it by looking at the numbers and letters pressed into the top of the tank. You need to find a two double digit sets of numbers separated by a symbol.
It will probably look something like 10@02
The first set is the month; the second is the year.
