Your power is determined by post count, and rep count. The amount of points you have can give others a general idea of your status on the forum. More points=more active, and usually respected member.
To rep someone, press the

box above their forum info . You can rep someone for any reason but you'll usually do it if someone helps you with something or has done something really cool with their marker, gear, or overall post. You can "neg-rep" people if someone says something that is offensive or behaves in a manner thats otherwise in violation of the forum rules. You do not neg-rep someone for having a different opinion than yourself, but if they were to call your opinion idiotic and stupid, then neg repping would be ok.
Building rep pyramid schemes is strictly prohibited as the amount of rep points you have can give you access to different parts of the forum such as the B/S/T or certian lounges.
To prevent pyramid schemes, you are not allowed to rep the same person until you have repped another twenty people. You may also not rep the same post twice on the same post.
If you feel you have been unfairly neg-repped, don't make a big deal out of it, ask a moderator to review your case and see if it really was deserved. But be careful because if the moderator thinks you were being a disorderly and you do deserved the neg rep, he may turn around and neg rep you too.
